Job Summary

The Executive Director of the Federally Qualified Health Center - Look Alike (FQHC-LA) is responsible for the management and the development of the FQHC-LA and its clinic operations in a manner consistent with the Health Center's bylaws.

Qualifications

  • Bachelor's Degree in Business, Public Administration, or related field (Required)
  • Master's Degree in Business Administration or related field (Preferred)

Work Experience

  • Five or more years managerial experience in a healthcare organization that might include: budget development and management, marketing development, business planning, customer and public relations, healthcare and related programs development, grant writing and management, and direct interaction with a Board of Directors (Required)
  • One or more years Federally Qualified Health Center administration and senior management experience (Required)
  • Five or more years of supervisory responsibilities, knowledge of reimbursement regulations, medical clinic regulatory compliance that govern non-profit organizations and community health care (Required)

Essential Functions

Serve as the principal liaison to the FQHC-LA staff to include:

  • Participate when needed with PPHS management staff to oversee the management of FQHC-LA personnel and operating systems.
  • Collaborate with PPHS staff to ensure compliance with any management service agreements.
  • Promote sharing and discussion of ideas for the ongoing improvement of the organization and the services it provides.
  • Operationalize appropriate policies for the FQHC-LA clinics as approved by the Board of Directors.
  • Develop and execute new policies and procedures necessary to operationalize Health Center Board-approved policies or directives related to the FQHC-LA through execution and/or direction of staff.
  • Review existing policies and procedures to ensure a dynamic organization that adapts to new needs, trends and regulatory mandates.
  • Collaborate with PPHS to allocate resources and ensure the FQHC-LA operates within available resources to include actively participating in the preparation of the FQHC-LA annual operating budget.
  • Seek Board approval for the annual budget, as well as modifications of the budget and all other financial activities needing Board approval.
  • Research, lead and direct the organization’s continuous quality improvement (CQI) efforts, and oversee implementation of the FQHC-LA Board approved Quality Management Plan.
  • Develop practices that promote effective lines of communication among the staff, with PPHS, with the Board, with regulatory and funding agencies, and with the local community.
  • Provide day-to-day FQHC-LA governance and management in accordance with FQHC-LA Board of Directors directives.
  • Assist Board of Directors with the establishment and management of the FQHC-LA and development of their capabilities as a governing body. Collaborate with the Board during decision-making. Provide the Board with accurate and easy to understand information relevant and needed for decision-making and oversight.
  • Provide regular executive reports to the Board of Directors pertaining to all operational, financial, and potential legal issues.
  • Assist the Board with the preparation of meeting schedules, agendas and related support materials.
  • Collaborate with the Board in recruiting members consistent with the adopted Health Center bylaws. Review new Health Center board member candidates to ensure that they would enhance or compliment the Board’s skills and knowledge of matters relevant to the organization.
  • Provide regular trainings for Board members to enhance their knowledge and understanding of their roles and responsibilities.
  • Ensure compliance with federal, state, and local governance rules and expectations.
  • Ensure that managers and supervisors have the resources needed to comply with all regulatory and funding requirements in an informed manner.

Ensure FQHC-LA compliance with federal, state and local regulations and requirements governing non-profit organizations, federally qualified health center look-alikes, federal and state funding requirements and all other essential business compliance matters.

  • Effectively communicate operational requirements and any related recommendations or concerns to the Health Center Board and PPHS staff.
  • Provide executive leadership by planning, developing, reviewing, and implementing short and long term goals and objectives for the organization.
  • Direct the development of the strategic planning goals and objectives of the FQHC-LA to ensure they align with those of PPHS as subordinate to the Health Center’s bylaws. Promote intra- and inter- organizational communication and collaboration between the FQHC-LA and PPHS.
  • Implement Health Center Board approved strategic/operating plans.
  • Utilize knowledge and information to plan for the organization's future capital, programmatic and operational initiatives.
  • Interact with the community, payers, funders, and other community stakeholders.
  • Research, secure and manage funding opportunities from diverse sources to ensure sufficient resources to stay operational and successfully implement Board approved projects and programs.
  • Appropriately respond to funding, service expansion and organizational development opportunities in the marketplace.
  • Develop effective public relations plan and act as the organization’s point of contact in dealing with any outside entities as approved in advance by the Health Center Board and pertinent PPHS staff.
  • Represent the organization at meetings and symposiums, including involvement in community activities to raise awareness and build relations for the organization.
  • Develop and implement successful marketing strategies for the organization and its services.
  • Stay current in all matters and expertise on managerial, supervisory, clinical, and non-profit organizational trends by attending workshops, seminars and others means to ensure own professional growth.
  • Perform other duties as assigned by the Board of Directors, or as required by funding agencies to assert qualifications.
